Start with four separate baselines. For each component below Level 9, identify the task behavior that repeatedly limits performance, repair it through focused practice and verify the change on unfamiliar material. Do not treat an average or unofficial estimate as an official CLB 9 result.

Define four targets instead of one average

Record listening, reading, writing and speaking separately. Mark the task families and response features that create the largest gap. A strong reading result cannot repair a lower writing level when all four minimums matter.

Translate the target into observable work

For comprehension, track main idea, detail, inference, attitude, purpose, paraphrase and pacing. For productive skills, track task fulfillment, organization, support, vocabulary precision, readability or listenability and language control.

  • Listening: notes support the final meaning.
  • Reading: choices are tied to evidence.
  • Writing: every action is developed for the reader.
  • Speaking: ideas are organized, specific and delivered within time.

Use an eight-week repair sequence

Weeks 1–2 establish baselines and repair the largest subskill. Weeks 3–4 add the second weakness while maintaining the first. Weeks 5–6 combine exact tasks under time. Weeks 7–8 use spaced full components and complete mocks with correction days between them.

If the gap is primarily general English rather than task control, extend the timeline and add level-building work. A calendar cannot guarantee the target.

Measure readiness conservatively

Look for stable performance across several fresh tasks, controlled timing and fewer repeated error causes. Use official score descriptors to understand the target, but remember that practice evaluation cannot issue an official level or predict the next test with certainty.
